Saco Water Resource Recovery Facility Upgrade-S-016 Instrumentation and Controls

The City of Saco is soliciting a subcontractor to provide complete instrumentation and controls (I&C) services for the S‑016 upgrade of its Water Resource Recovery Facility. The work includes furnishing and installing process instruments, fabricating and delivering control panels, internal wiring, calibration, commissioning, spare parts, training, and all related documentation across multiple plant areas. The contractor must also perform site surveys, utility locating, and hazard identification, and provide performance and payment bonds equal to the subcontract price. All work must comply with Clean Water State Revolving Fund (CWSRF) supplemental conditions, Davis‑Bacon prevailing‑wage rates, American Iron & Steel (AIS) requirements, and Maine sales‑tax exemption for permanently‑incorporated materials. • Scope covers Areas 10, 20, 30, 60, and 85 (with addendum) – excludes Area 70 (Admin Building). • Contractor supplies control panels and handles internal termination; vendor‑provided panels are excluded. • Must include full commissioning, spare parts, training, and close‑out documentation. • Performance & payment bonds equal to total subcontract price; compliance with prevailing‑wage, AIS, and tax‑exemption rules required.
