Description

The City of Daytona Beach is seeking a Design-Build Team to provide progressive design-build services for the hardening and upgrades project at the Bethune Point Water Reclamation Facility and the Westside Regional WRF. The project consists of seven individual components, including electrical system replacement, new influent pump station, onsite sludge dewatering, and UV disinfection system replacement. The project aims to address key needs within the City's wastewater treatment facilities, including hardening critical infrastructure, improving operational efficiency and reliability, and maximizing existing treatment capacity. The selected Design-Build Team will work with the City to identify and apply for other grant programs for which this project might be eligible. Some key aspects of the project include: • Grant funding identification and support services • Selection of component and system locations • Evaluation of equipment/processes • Creation of Facilities Plan in accordance with SRF requirements • Public utility studies, surveys, and coordination • Subsurface utility location and engineering • Geotechnical engineering and testing • Survey of existing conditions • Validation of project site conditions • Engineering Design • Project scheduling (design and construction) • Hydraulic evaluation of proposed improvements • Coordination and installation of Owner-provided Equipment • Cost estimating and reporting • Preliminary and Final development of Guaranteed Maximum Price • Value engineering • Lifecycle cost analysis • Coordination with outside agencies for easements/permitted crossings • Scheduling of design, construction, and logistics • Regulatory permitting • CEI services • FDEP SRF Administration Services • Davis-Bacon Wage Determination/Interviews/Tracking • Maintaining AIS/BABA compliance, as applicable • Right of way acquisition • Construction of selected improvements • System start-up and testing • Maintenance of plant operations • Training in the operations of the improvements • Inspection and closeout • Commissioning • Operation and Maintenance manuals • Warranty bonds (if any) • Extended warranty period • As-Built documentation

Budget estimate

$25,000,000 – $35,000,000

The budget for this project can be estimated based on the SAHM allocation of $19,166,503 and the fact that the project will require additional funding. Considering the scope of work, including design, construction, and upgrades, a reasonable estimate for the total project cost would be between $25 million and $35 million. This estimate takes into account the various components of the project, such as electrical system replacement, new influent pump station, and UV disinfection system replacement. The final budget to the selected Design-Build Team will depend on their proposed costs, the City's budget, and the availability of additional funding.
