RFQ - Engineering Design Services for 2027 Watermain Replacement Project

The City of Lynnwood is seeking a qualified engineering firm to provide design services for the 2027 Watermain Replacement Project. The project involves replacing existing water pipelines, primarily steel mains, and associated appurtenances at selected locations throughout the City, along with full-width pavement restoration within the project limits. The selected consultant will work closely with the City's Project Manager and Operations & Maintenance staff to develop a list of the highest-priority pipelines for Phase 1 based on criticality and available budget. The project is anticipated to be delivered in multiple phases due to funding limitations and prioritization of system needs. • The project includes replacement of water mains, associated valves, fire hydrants, appurtenances, and water service lines. • Restoration will consist of full-width construction of a hot-mix asphalt (HMA) pavement within the project footprint. • The project goals include delivering a bid-ready package for bidding in late 2026 and construction in 2027 for Phase 1, providing responsive project management and communication, delivering the project on schedule and within budget, and ensuring thorough quality assurance and constructability. • The City reserves the right to modify the terms of this Request for Qualifications (RFQ), issue addenda, or withdraw the RFQ at any time. • The selected consultant will be expected to negotiate and enter a contract with the City using the standard contract attached to the RFQ.
