The Texas Military Department (TMD) seeks a qualified vendor to design, build, configure, accredit, and turn‑over a turn‑key Impact Level 4 (IL4) Microsoft Azure enterprise environment that bridges the existing IL2 state/civil network and the IL5 DoD network. The solution must support up to 4,850 concurrent users (surge to 6,700), protect Controlled Unclassified Information (CUI), achieve IL4, TxRAMP, and FedRAMP authorizations, and be AI‑ready for future Agentic AI workloads. Work is performed remotely with occasional on‑site access, organized into mobilization, build, optimization, and transition phases, and paid on a firm‑fixed‑price, milestone‑based schedule. The contract value is approximately $1 M, with a projected 9‑month implementation period.
• Design and implement a secure, segmented Azure landing zone (hub‑and‑spoke) meeting DoD IL4 SRG requirements.
• Provide hybrid connectivity (ExpressRoute/VPN) linking IL2, IL4, and IL5 environments.
• Deploy Identity & Access Management (Azure AD/Entra ID) with Zero‑Trust, MFA, PIM, and lifecycle automation.
• Build Azure compute, storage, and database services (Azure SQL) with encryption, HA/DR, and continuous compliance monitoring.
• Implement Knowledge Management, Low‑Code/No‑Code (Power Platform), and Enterprise Asset Management solutions.
• Deliver AI‑ready data pipelines and governance to enable future Agentic AI integration.
• Produce all accreditation artifacts (SSP, POA&M, control evidence) and comprehensive hand‑over documentation, runbooks, and training.
