Description
The Washington Headquarters Services / Acquisition Directorate (WHS/AD) is issuing a Sources Sought Notice for Enterprise Occupation Structure and Standards Development Support to Intelligence and Security, specifically for the Human Capital Management Office (HCMO). The goal of this market research is to assess the availability, interest, and capability of potential firms to provide services as described and outlined in the attached Draft Performance Work Statement (PWS).
The services required include job analysis, analysis of job analysis data, development of competency models and proficiency requirements, and development of minimum qualifications. The contract is anticipated to be awarded in January 2026, with a 12-month base period and four 12-month option periods.
Key requirements include:
• Top-Secret Facility Clearance
• Ability to provide qualified staff capable of fulfilling the areas of subject matter expertise
• Experience in human resources consulting services, specifically in job analysis, competency models, and proficiency requirements
• Ability to meet the key personnel requirement, including Senior Industrial/Organizational Psychologist, Industrial/Organizational Psychologist, and Junior Industrial/Organizational Psychologist, all with active TS/SCI clearance
