This pre‑solicitation outlines a forthcoming RFP for the California DMV’s WS3A project, which will modernize the driver‑license/identification mainframe services, migrate legacy data, and integrate the solution with Salesforce and MuleSoft platforms. The State seeks a vendor capable of delivering end‑to‑end migration, integration, data‑cleansing, security, and ongoing support across a multi‑year contract.
• Modernize and replace legacy mainframe DL/ID systems, moving functionality onto a Salesforce‑based digital‑experience platform.
• Perform large‑scale data conversion (≥200 M records) and integration via MuleSoft, ensuring 24/7 availability, robust security (FIPS/NIST, PCI‑DSS, encryption), and audit‑log compliance.
• Provide comprehensive project‑management, training, knowledge‑transfer, and hyper‑care services, following an iterative waterfall/Agile hybrid methodology with a 12‑month implementation horizon and a four‑year contract ceiling of ~$35.5 M.
