Description
The City of Marion is seeking a qualified consultant to develop a comprehensive Subarea Plan for the 7th Avenue corridor (12th St – 26th St). The consultant will analyze existing conditions, engage the community, create land‑use and design frameworks, and produce an implementation roadmap. The scope covers planning analysis, stakeholder outreach, form‑based code recommendations, streetscape and multimodal design, economic and housing strategies, GIS data delivery, and phased cost‑estimate matrices, all within a one‑year contract.
• Conduct detailed conditions analysis aligned with Marion’s 2045 Comprehensive Plan.
• Lead extensive community and property‑owner engagement, including workshops and surveys.
• Develop design frameworks (form‑based code, streetscape, housing/economic strategies) and deliver GIS‑compatible deliverables.
• Produce a phased implementation matrix with cost estimates, funding source identification, and quick‑win projects.
• Manage all deliverables within the $100‑$150 k fee ceiling and comply with City insurance and reporting requirements.
