RFP 26-3921-6256, Professional Services, Annual Bridge, Pier and Culvert Inspections

The City of Newport News seeks one or two qualified consulting firms to provide structural inspection services for its bridge, pier, and culvert inventory. The work includes annual inspections, condition assessments, compliance reporting to VDOT and NBIS, and recommendations for maintenance or repair. The contract will be awarded on a competitive basis and all submissions must be electronic via the OpenGov Procurement portal. • Perform field inspections of all city‑owned bridges, piers, and culverts on an annual schedule. • Produce detailed inspection reports that meet Virginia Department of Transportation (VDOT) and National Bridge Inspection Standards (NBIS) requirements. • Deliver actionable recommendations, cost estimates, and priority rankings for repair or replacement. • Coordinate with city engineers and maintain documentation in the city’s asset management system. • Ensure compliance with Title VI civil‑rights provisions and provide equal opportunity for disadvantaged business enterprises.
