Law Enforcement Duty Gear and Non-Ballistic Tactical Equipment

This RFP seeks qualified vendors to supply a broad portfolio of law‑enforcement duty gear and non‑ballistic tactical equipment (belts, holsters, restraints, OC spray, flashlights, communication accessories, traffic‑safety items, gear bags, evidence kits, identification accessories, and related support services) to the City of Tempe and 1GPA member agencies nationwide. The contract will be a one‑year initial term with up to four optional one‑year extensions, and vendors must provide product selection assistance, sizing, fitting, delivery, post‑sale support, and optional value‑added sustainability services. Proposals are due electronically by 3:00 PM MST on 21 Oct 2026, with a pre‑proposal conference on 8 Oct 2026. Evaluation will focus on cost, product quality/compliance, experience, delivery/support capability, cooperative‑program value, and responsiveness. • Scope covers duty belts, holsters, magazines, restraints, OC/defensive gear, flashlights, communication carriers, traffic‑visibility gear, bags, evidence kits, ID accessories, and non‑ballistic tactical equipment. • Excludes any ballistic‑protection items (body armor, helmets, shields, etc.). • Vendors must support nationwide members, provide market‑basket pricing, and report sales activity. • Contract includes a 1 % administration fee to 1GPA; vendors must not charge it separately. • Award will be made after evaluating technical and price criteria; interviews or Best‑and‑Final‑Offer may be used.
