Environmental Services Blanket Purchase Agreement Justification

The National Science Foundation is seeking a Blanket Purchase Agreement (BPA) for environmental compliance services. The BPA will be awarded to Jacobs Engineering Group Inc. for a period of five years, with an estimated value of $10,000,000. The services will include preparation of documentation, analyses, studies, and correspondence in support of NSF's environmental compliance obligations, including requirements under the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Endangered Species Act (ESA), and other statutory, regulatory, permitting, and licensing requirements. The contractor will also provide support for NSF's consultation responsibilities regarding federally recognized American Indian and Alaska Native tribes, Native Hawaiians, and other Indigenous communities. • The BPA will cover services such as preparation of environmental compliance documents, assistance with public meetings, and consultation with regulators. • The contractor will also provide support for NSF's environmental planning needs, including feasibility studies, cost studies, and response to unanticipated environmental incidents. • The BPA will be awarded on a sole source basis, as the current contractor has developed specific expertise in NSF-specific projects and requirements, and a transition to a different contractor would result in significant impacts to continued activities and a degradation of the quality of the reviews.
