Housing Authority of the City of Milwaukee (HACM) is soliciting proposals from commercial lenders and mortgage providers to finance three low‑income, LIHTC‑enabled development phases within the Westlawn Choice Neighborhood/RAD conversion program: Westlawn Renaissance V (44 units), Westlawn Renaissance VII (97 units) and Carver Park (122 units). The selected lender(s) will provide construction bridge financing, permanent mortgage financing, and may partner with equity investors under the proposed Partnership Agreement (Attachment A). Proposals must include lender profiles, experience with HUD mixed‑finance and RAD conversions, financing terms, insurance proof, and required forms.
• Provide construction‑bridge loan, then convert to amortizing permanent loan (terms, rates, balloon after 20 years subject to HUD).
• Must accept the Partnership Agreement framework for equity‑investor collaboration.
• Demonstrate experience with LIHTC, RAD, and mixed‑finance projects (Wisconsin and nationwide).
• Submit unbound original, three hard‑copy copies and one digital copy by 2 PM CST, Oct 11 2021.
• Evaluation weighted heavily on financing terms (50 %), guarantees (20 %), RAD experience (20 %), and collaborative capacity (10 %).
