Northern Illinois Transit Authority Consultant - RFP

The Illinois Department of Transportation (IDOT) is seeking a consultant to assist with the agency transition from the Regional Transportation Authority (RTA) to the future Northern Illinois Transit Authority (NITA). The consultant will provide expertise and recommendations for the centralization of various functions and responsibilities from the Service Boards to NITA. The scope of work includes organizational design and change management, research of peer and best practices, project management, and meeting coordination. The consultant will also assist with evaluating current legal, administrative, and management structures at NITA and the Service Boards, assessing staffing needs and benefits, and developing procedures and policies necessary to meet statutory responsibilities. • The consultant will develop a final report to the General Assembly with actionable recommendations for the NITA transition effort. • The consultant will work in conjunction with IDOT and the new NITA Board to develop a detailed workplan and project charter, assist with the onboarding of new NITA Board members, and evaluate existing organizational structures at NITA and the Service Boards. • The consultant will propose recommendations to streamline NITA's organizational structure, develop a transition plan for the 5-Year Capital Program, and create a universal fare instrument. • The consultant will provide quarterly progress summary memos and a final report with recommendations to the General Assembly.
