Description
SEPTA seeks up‑to‑three consulting firms to provide federal legislative consulting services that support SEPTA’s interaction with Congress, the White House, and federal agencies such as the U.S. DOT. The work includes representing SEPTA before legislative bodies, monitoring appropriations, securing discretionary funding, advising on pending legislation and regulations, and maintaining regular communication with SEPTA’s Government Affairs and Legal teams. Proposals must be submitted in both hard‑copy and electronic (PDF on thumb‑drive) formats, separated into technical and price envelopes, and delivered by the deadline. The contract will run for a base period of three years with an optional one‑year extension; evaluation will be based on technical approach, qualifications, past performance, and price, with the possibility of BAFO negotiations.
