The City of League City is seeking proposals for the planning, design, financial structuring, and development of a mixed-use entertainment district on a 53-acre site. The proposed project should include elements such as a convention center, hotel, tourism, restaurant, retail, family-oriented entertainment, office, mixed-use, residential, health, fitness, and wellness, recreation, public space, open space, indoor performing arts, outdoor performing arts, and other destination-based uses. The selected firm will be responsible for developing, owning, managing, operating, capitalizing, refreshing, renovating, repairing, and maintaining all facets, features, and components of the project. The city is looking for a firm with experience in planning and designing integrated, mixed-use entertainment projects, monetizing food, beverage, and other retail sales, and financially structuring and developing complex public/private projects.
Some key points to consider:
• The project site is currently operating as the Chester L. Davis Sportsplex, which is legally designated as a "park".
• The city cannot sell the proposed site without conducting a public referendum authorizing the city to sell the site.
• The city will consider a variety of development and ownership options for the remaining term of the public-private partnership, following the term of the 10-year state tax rebates.
• The city will require that all facets, features, and components of the proposed project be managed, operated, capitalized, refreshed, renovated, repaired, and maintained, as needed, to keep the project "like new", and in a first-class condition, during the term of the agreement.
