The City of Asheville is seeking qualified engineering firms (or consortiums) to provide comprehensive design services for the repair, replacement, and resiliency upgrades of city‑maintained roadways, sidewalks, storm‑water infrastructure, and ancillary assets damaged by Hurricane Helene. The work is organized into four separate design contracts (Projects A‑D), each covering specific streets, greenways, and NCDOT sidewalk locations, and may be awarded individually or to a single firm for all scopes. The scope includes damage assessment, geotechnical and structural design, permitting, cost‑reasonableness analysis, construction‑document preparation, and construction‑phase support, with funding coming from multiple federal disaster‑assistance programs (FEMA PA, FHWA, etc.) and local sources.
• Design of roadway, sidewalk, bridge, drainage, and related infrastructure across the entire City of Asheville.
• Four distinct project packages (A‑D) that can be bid separately or together.
• Federal‑funded recovery work requiring segregation of FEMA‑eligible, hazard‑mitigation, and non‑FEMA costs, and compliance with FAR and state statutes.
• Submission of a Statement of Qualifications (SOQ) by April 30, 2026; evaluation based on firm qualifications, relevant experience, and ability to meet federal/municipal requirements.
