The Texas Facilities Commission is seeking a Construction Manager-At-Risk (CMR) for the Texas School for the Deaf Central Utility Plant South Improvement Project. The project involves upgrading the existing Central Utility Plant (CUP) and associated infrastructure. The CMR will provide pre-construction and construction management services. The project has a total contract term of 640 calendar days, with a pre-construction phase of 180 calendar days and a construction phase of 460 calendar days. The cost of work is estimated to be $24,475,000.
• The project includes increasing chilled water capacity from 1,600 tons to 3,000 tons and heating water system input capacity from 18,000 MBH to 30,000 MBH.
• Upgrading plant ventilation and conditioning systems to support higher performance and system longevity.
• Replacing aging mechanical components nearing or beyond their service life.
• Replacing select sections of existing piping with larger diameter piping to accommodate growing cooling demand.
• Reinsulating piping within utility trenches where deterioration is observed.
• Improving distribution efficiency to reduce thermal losses and maintenance costs.
• Replacing outdated building pumps with modern, high-efficiency variable speed systems.
• Integrating control sequences compatible with the upgraded CUP systems.
• Reconfiguring outdated piping and valve arrangements to improve flow distribution and achieve proper ΔT (temperature differential) across the network.
• Evaluating and rebalancing exhaust and outside airflows to enhance building ventilation and energy efficiency.
• Revising control sequences to reduce unnecessary cooling/heating loads from over-ventilation and outdated automation logic.
• Conducting comprehensive system commissioning and testing to verify proper operation and integration across all connected buildings.
