Medical, Prescription Drug, Specific Stop-Loss Coverage Plans

Frederick County, Maryland is seeking a Medical, Prescription Drug, and Specific Stop-Loss plan administrator/insurer capable of delivering competitive coverage supported by high-quality administrative and member services. The contract period shall be for one year commencing on or about January 1, 2027, with a renewal option for four additional years in one-year increments. The County intends to award to one responsive and responsible Contractor per line of coverage (Medical, Prescription Drug, Stop-Loss) whose proposal represents the best offer and value to the County. • The Contractor must be engaged in providing Group Medical, Prescription Drug, and Stop-loss Insurance coverage for Government Employees and Retirees and shall have been actively engaged in this field for a minimum of ten (10) years. • The Contractor shall be required to provide the insurance as outlined in Section Insurance Requirements. • The Contractor shall indemnify and hold the County harmless from and against all liability and expenses, including reasonable attorney's fees, howsoever arising or incurred, alleging damage to property or injury to, or death of, any person arising out of or attributable to the Contractor's performance of the contract awarded. • The Contractor shall implement safeguards that appropriately protect the integrity of personally identifiable information (PII) that it receives, creates, maintains, or transmits in any capacity.
