Description
The U.S. Army’s 9th Mission Support Command is establishing a sole‑source Blanket Purchase Agreement (BPA) to provide comprehensive postage support services across five reserve‑center locations in its Pacific Area of Responsibility (including Guam, American Samoa, and Saipan). The contractor must deliver a fully integrated PC‑based postage management system (hardware and software), support remote funding meters, provide real‑time tracking and reporting, supply and maintain digital scales, and ensure compatibility with DoD security standards and the Wide Area Work Flow (WAWF) invoicing system. Ongoing training, 24/7 technical support, and the ability to handle BRAC‑related early termination are also required.
• Provide USPS‑approved postage calculation/printing software with automatic rate updates at no extra cost.
• Install and maintain hardware (digital scales, optional mail feeders) at five sites, leveraging government‑provided computers and NIPRNET connectivity.
• Deliver centralized reporting, “postage by phone” accounts, and consolidated master invoicing via WAWF‑RA.
• Offer on‑site training, 24/7 call‑center support, and compliance with DoD cybersecurity and CAC authentication.
• Manage BRAC‑triggered contract termination (60‑day notice) and seamless fund transfers when locations relocate.
