Description
The Pease Development Authority is seeking qualified firms to provide on‑call architectural and engineering services for its two airports – Portsmouth International Airport (PSM) and Skyhaven Airport (DAW). The contract will be a non‑exclusive, multi‑year (initial three‑year term with up to two one‑year extensions) master agreement. Services cover the full project lifecycle: preliminary planning, detailed design, bidding assistance, construction‑phase engineering, and grant administration (including FAA and New Hampshire DOT coordination). Work will be performed on an as‑needed basis for both grant‑funded and internally‑funded airport improvement projects, ranging from snow‑removal equipment design to taxiway, runway, and terminal expansions.
• Provide pre‑design, design, construction‑management, and post‑construction services for airport infrastructure projects.
• Assist with FAA grant applications, reimbursements, DBE reporting, and compliance with Title VI and other regulatory requirements.
• Maintain required professional licensure (NH), insurance minimums, and obtain airport security badge for key personnel.
• Support both large commercial‑airport projects (PSM) and general‑aviation facilities (DAW) across multiple phases.
• Non‑exclusive arrangement; PDA may engage additional consultants concurrently.
