RFP - #25-01 - Behavioral Health - Cost Reporting

The County of Siskiyou seeks a qualified consultant to provide remote, HIPAA‑compliant professional services for the preparation, analysis, and submission of Cost Reports for its Behavioral Health (mental health and substance‑use disorder) programs. The contractor will develop custom financial worksheets, generate detailed General Ledger and service‑unit reports, mitigate reporting discrepancies, train county fiscal staff, and participate in virtual meetings, delivering all documentation in both electronic and hard‑copy binder formats. The contract runs from January 1 2026 through June 30 2027, with a total ceiling of $50,000 ($125/hr, capped at $25,000 per fiscal year). • Produce mandatory state and federal cost reports, ensuring compliance with DHCS, CMS, and other regulations. • Create and maintain custom financial worksheets, generate revenue/expenditure and service reports, and resolve “artificial surplus” payroll issues. • Provide training to county staff, attend virtual meetings, and deliver all work products in a hard‑copy binder indexed by report section.
