P2619 – SCADA System Upgrade

The City of Kennewick is soliciting combined statements of qualifications and proposals from qualified supervisory control and data acquisition (SCADA) system professionals for the design of the P2619 – SCADA System Upgrade project. The project involves replacing SCADA system hardware and software with new products and improving the SCADA network architecture. The initial scope of work is anticipated to encompass the wastewater SCADA system upgrades (Phases 1 & 2), and a future scope of work will be issued for the water SCADA system upgrades (Phases 3 & 4). The City is looking for a consultant with recent experience in the design, installation, programming, testing, calibration, and startup of SCADA systems for municipal water and wastewater systems. • The project includes replacing end-of-life and end-of-service SCADA equipment, migrating the HMI system, and implementing cybersecurity best practices. • The consultant will be responsible for project management, SCADA system upgrade design, bidding and construction support, and project closeout. • The City is seeking a consultant with a strong understanding of the work to be performed, a proven track record of similar projects, and the ability to work closely with City engineering and operations staff.
