RFP-Scooter Share Program

The City of Santa Rosa is seeking proposals to operate a Shared Mobility provider agreement for a term of one year, with a yearly option for renewal. The selected operator will provide a renewable transportation option of shared mobility devices to citizens of the City of Santa Rosa under an encroachment permit. The scope of work includes providing shared scooters, ensuring safety and accessibility, and complying with federal, state, and local laws and regulations. Key responsibilities include: • Providing a minimum of 50 shared scooters at the start of the program • Ensuring shared scooters are safe and durable • Implementing geofencing and in-app technology to limit speeds or prohibit operation in designated areas • Providing adaptive scooters for persons with disabilities • Ensuring mobile applications and customer interface technology are fully accessible to persons with disabilities • Offering a discounted membership for low-income users • Providing real-time data and quarterly reports on user data, fleet utilization, incident reports, and sustainability metrics.
