COS Airport Parking Management Services

The City of Colorado Springs is soliciting a firm‑fixed‑price contractor to operate, manage, and maintain all public parking facilities at the Colorado Springs Municipal Airport, as well as provide 24/7 shuttle‑bus service, maintain the existing Parking Access and Revenue Control System (PARCS), support its upgrade to a License‑Plate‑Recognition system, and deliver comprehensive reporting and customer‑service functions. The contractor will be responsible for cash handling, ticket reconciliation, snow/ice removal, cleaning, security, ADA compliance, staffing, training, and coordination of capital‑improvement projects, while supplying real‑time data dashboards to the City. • Operate ~6,000 parking spaces (short‑term, long‑term, overflow, valet) and manage 24‑hour/365‑day shuttle service with ADA‑accessible vehicles. • Maintain and upgrade the PARCS hardware, support upcoming LPR and mobile‑payment technology, and ensure PCI‑DSS compliance. • Provide full‑service facility support including cash handling, snow/ice removal, cleaning, security, ADA compliance, and detailed financial/operational reporting. • Contract is a 5‑year fixed‑price management fee plus reimbursable operating expenses, with up to five one‑year renewal options. • Evaluation weighted on price, PARCS compliance, operating strategy, financial strength, and relevant experience.
