The South Carolina Department of Transportation’s Office of Public Transit (OPT) is seeking qualified firms to conduct independent third‑party audits of “Buy America” compliance and to develop standardized, FTA‑compliant vehicle specifications for ADA‑accessible transit rolling stock. The work will ensure that all procurement activities meet federal regulations and certifications, providing both audit validation and specification documentation for future procurements. • Conduct comprehensive audits of current and upcoming transit vehicle procurements for Buy‑America compliance. • Develop standardized vehicle specification templates that align with Federal Transit Administration (FTA) requirements and ADA standards. • Deliver detailed audit reports, compliance recommendations, and specification packages to SCDOT OPT for use in future procurement cycles. • Provide expertise on federal regulations, certifications, and best practices to support ongoing compliance. • Offer consulting support throughout the audit and specification development phases, including stakeholder coordination and documentation.
