Aviation Fuel

The State of Washington is seeking qualified vendors to provide on‑as‑needed aviation fuel (Avgas 100LL, Jet A with Prist additive, and Jet A without Prist) to a network of public‑use airports across Washington, Idaho, and Oregon. The contract will be a statewide solution that any eligible Washington agency, higher‑education institution, political subdivision, federal agency, nonprofit or Indian tribe may use. Bidders must submit a per‑gallon markup on a published OPIS base price, include a 1.5 % vendor‑management fee in that price, and be capable of delivering fuel during normal hours as well as after‑hours (6 PM–8 AM) with a 1‑ to 1.5‑hour response window. Quarterly sales reporting, annual contract‑sales reporting, and compliance with extensive insurance, safety, and environmental requirements are mandatory. Preference points are awarded for Washington small‑business status, veteran‑owned status, and compliance with Executive Order 18‑03. • Supply Avgas 100LL and Jet A (with/without Prist) to 23+ listed airports and additional locations added by amendment. • Provide scheduled and unscheduled deliveries, including 24‑hour support for emergency‑response agencies. • Submit a markup (USD / gal) over OPIS rates; include all costs (service, handling, VMF) in the price. • Maintain required insurance (CGL $2 M/ $4 M, workers’ comp, pollution liability) and submit quarterly sales reports.
