Description

The Delaware Department of Health and Social Services (DHSS) – Division of Developmental Disabilities Services (DDDS) is issuing an open‑continuous Request for Proposal (RFP) for Home & Community‑Based Services (HCBS) to support individuals with intellectual and developmental disabilities, including brain injury, autism spectrum disorder, and Prader‑Willi Syndrome. Vendors may submit proposals at any time before the March 31 2026 deadline and, if awarded, will enter a one‑year contract with the possibility of up to four additional one‑year extensions (maximum five years). The solicitation requires acceptance of state‑published fee‑for‑service Medicaid waiver rates, submission of extensive compliance documentation, and adherence to strict reporting and insurance requirements. • Services include personal care, respite, assistive technology, behavior consultation, benefits counseling, community participation, home adaptations, supported employment, and many other HCBS categories. • Vendors must be a Delaware‑licensed business or a recognized 501(c)(3) nonprofit, carry specified insurance coverages, and submit a signed non‑collusion statement and supplemental questionnaire. • Pricing is fixed through 30 June 2027; payments are made monthly within 30 days of invoice receipt. • Mandatory deliverables: monthly usage reports, quarterly subcontractor reports, and compliance with Medicaid waiver rules.

Budget estimate

$2,000,000 – $25,000,000

No total contract ceiling is disclosed; payment is based on fee‑for‑service rates multiplied by the volume of services delivered across the state. Assuming a mid‑size vendor serves 1,000 eligible individuals and averages $2,500 per person per waiver year (covering personal care, respite, and assorted HCBS), annual spend could be roughly $2.5 million. With extensions and additional service categories, total contract value over the potential five‑year term could range from $10 million to $25 million. Therefore, a single‑year award might generate $2‑5 million in revenue, while the full optional term could reach $10‑25 million.
