The City of Mesa is seeking a qualified vendor to operate a full‑service café within a leased 1,570 sq ft space inside Mesa City Hall. The vendor will assume responsibility for all café operations, staffing, cleaning, compliance with health regulations, and will pay a monthly lease fee to the City, with an initial three‑year term and two optional one‑year renewals. The solicitation requires attendance at a mandatory pre‑proposal conference and site walk, submission of a complete electronic proposal by the final deadline, and compliance with extensive insurance, licensing, and non‑sub‑leasing provisions.
• Operate a café offering food and beverage services (no alcohol or tobacco) 24/7 (minimum 7 AM‑2 PM Mon‑Thu).
• Lease the space at a rate of approximately $2,355/month in Year 1, with annual increases.
• Provide all staffing, cleaning, health‑department “A” rating compliance, and maintain required insurance (≥ $2 M).
• Submit a fully compliant electronic proposal via the City’s VSS portal by November 24, 2025.
