This RFP seeks a qualified firm to obtain and lease a 15‑foot‑wide, 1.46‑acre easement through Isla Blanca Park and to design, construct, operate, and maintain a sub‑sea communications conduit that will extend from the park out into the Gulf of America. The contractor must handle all permitting, environmental compliance (including the Texas Coastal Dune Protection Act), provide a temporary construction staging area, perform horizontal directional drilling, fully restore the site, and deliver ongoing operations‑and‑maintenance services for a five‑year base term with two optional five‑year extensions. The award will be based on a weighted technical‑and‑price evaluation, and the successful bidder must furnish a $5,000 security deposit, performance bond, and required insurance.
