The State of California’s Board of Pilot Commissioners (BOPC) is seeking a qualified vendor to design, develop, implement, and support a modern, cloud‑based licensing and data‑management platform (IT Modernization Project – ITMP). The effort includes migrating ~625 GB of existing digital records (including a legacy Microsoft Access database), establishing a centralized document repository, providing SaaS licensing functionality for pilot licensing, renewals, and surcharge calculations, and delivering required integrations (e‑signature via Adobe Sign, Microsoft SSO, and manual file‑based exchanges with partner agencies). The contract is fixed‑price, deliverables‑based, with a three‑year base term, a 20 % retainage until final system acceptance, and a 99.5 % annual uptime SLA.
