Description
Cascade County, Montana is seeking qualified consulting firms to provide professional planning and survey‑review services on an as‑needed, on‑call basis. The work will support the County’s Planning & GIS Department in reviewing floodplain applications, subdivision proposals, zoning changes, MS4 storm‑water compliance, certificates of survey, and violations investigations. Services are to be performed under hourly task‑order rates, with progress reports submitted monthly and deliverables (drafts and final reports) provided in digital format at least ten working days before any public hearing. The contract will be awarded after proposal evaluation, interviews (Sept 25 2026), and Board approval (Oct 7 2026).
• Scope includes floodplain application review, subdivision review, MS4 storm‑water reporting, zoning and special‑use permit reviews, location/conformance permits, and violation investigations.
• Deliverables: written reviews, correspondence, reports, digital copies of all drafts/finals, and monthly progress updates.
• Contract type: on‑call task‑order agreement with hourly rates (no maximum budget set).
• Required qualifications: experience with Montana land‑use regulations, zoning, subdivision, floodplain, and community‑decay ordinances; ability to attend in‑person meetings in Great Falls.
• Submission: five hard‑copy proposals due by 5 PM MST, Sept 18 2026; questions due by Sept 11 2026; no pre‑bid conference.
