Description

The County of Sacramento seeks a qualified firm to develop and execute methane surface emissions monitoring at unsafe‑to‑walk zones of the Kiefer Landfill using alternative technologies such as drones or robots, complying with CARB and federal regulations, and delivering GIS data, reports, and follow‑up recommendations. • Develop a monitoring plan and select appropriate alternative technology (UAS, robotic platforms, remote sensing). • Perform methane measurements meeting CARB Section 95471 requirements (≤30‑sec response, ±2 m accuracy, ≤5 ft spacing). • Identify and report exceedances (≥200 ppm or 50 ppm‑m) and coordinate follow‑up SEM. • Provide GIS‑compatible data, maps, raw/processed data, calibration records, and summary reports. • Submit cost proposal covering mobilization, monitoring, reporting, and optional follow‑up services.

Budget estimate

$150,000 – $400,000

Based on typical municipal environmental consulting contracts for landfill gas monitoring, the budget is likely to fall between $150,000 and $400,000. The lower end reflects a minimal‑scope, single‑season monitoring effort, while the higher end accounts for multiple monitoring events, extensive GIS data delivery, and comprehensive reporting. Factors influencing the final amount include the number of monitoring sites, technology chosen (drone vs. robotic platform), and any required follow‑up traditional SEM verification.
