Intent to Sole Source Gold Standard/Abraxis ELISA Test Kits

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award a purchase order on a sole source basis to Gold Standard Diagnostics Horsham, LLC for Abraxis Microcystin (ADDA) ELISA test kits. The kits are required for the Harmful Algal Bloom Monitoring Program and must be delivered to Ann Arbor, MI by 07/01/2026. The sole source determination is based on the fact that Gold Standard Diagnostics Horsham, LLC is the only vendor that manufactures and distributes these proprietary test kits. * The test kits are used for monitoring harmful algal blooms in the Great Lakes region. * The kits must be identical to those used in the past to ensure standardization of data. * The U.S. Environmental Protection Agency (EPA) and multiple water treatment plants also use these test kits. * The kits meet all specifications and are critical for maintaining long-term integrity of the data.
