Rent Reasonableness (RFP)

Chicago Housing Authority is seeking one or more vendors to deliver a cloud‑based Rent‑Reasonableness (RR) tool/application and/or an online Property‑Listing (Housing Locator) service for its Housing Choice Voucher program. The RR tool must integrate with CHA’s Yardi Voyager system via secure APIs, maintain a continuously‑updated database of comparable “unassisted” units, automatically apply HUD comparability factors, flag suspicious comparables, and generate printable certifications within five minutes. The Property‑Listing service must be mobile‑responsive, WCAG‑compliant, branded to CHA, and allow owners to post verified unit listings with rich map and amenity data, supported by bilingual call‑center help. Both options require full design, development, testing, training, documentation, post‑production maintenance, daily encrypted backups, and a detailed cut‑over plan. The contract is firm‑fixed‑price, with a two‑year base term and up to three one‑year options, and includes extensive M/W/DBE and Section 3 participation, insurance, and reporting requirements. • Develop and host a secure RR engine with Yardi integration (API/REST). • Build a CHA‑branded, WCAG‑compliant property‑listing portal with owner self‑service. • Provide ongoing support, training, backup/recovery, and compliance reporting for a minimum of five years (base + options).
