Minturn Impact Fee Study RFP

The Town of Minturn is seeking a qualified consulting firm to prepare a Comprehensive Impact Fee Study. The study will evaluate and recommend legally defensible development impact fees for public infrastructure and facilities, including transportation, utilities, public safety, parks, and workforce housing. The selected consultant will assess existing and future infrastructure needs, quantify proportionate capital costs, develop an impact fee schedule, and provide implementation tools. The study will be completed in 4-6 months, with a draft report due in April 2026 and a final report due in May 2026. • The consultant will analyze historical development trends, buildout potential, and population/employment forecasts. • The consultant will identify service units relevant for each fee category and quantify future capital needs attributable to growth. • The consultant will determine existing levels of service and allocate costs between existing and new development. • The consultant will develop a nexus and proportionality methodology consistent with Colorado law. • The consultant will prepare draft fee calculations by land use and identify fee basis. • The consultant will provide documentation and findings suitable for legal defensibility and prepare draft ordinance language or resolution establishing impact fees.
