Citadel Mall Expansion Building Envelope CxA RFP

The Medical University of South Carolina (MUSC) is soliciting proposals for a Building Envelope Commissioning Agent (CxA) to support the Citadel Mall Expansion project, which includes the MUSC Health Rutledge Tower Decant. The selected firm will be responsible for ensuring that the building envelope systems (façade, roofing, waterproofing, insulation, and related components) meet design specifications, performance criteria, and regulatory standards throughout construction and commissioning phases. This role requires close coordination with architects, engineers, contractors, and university facilities staff to develop commissioning plans, conduct inspections, perform functional testing, and provide comprehensive documentation of findings and corrective actions. • Scope includes development of commissioning specifications, test procedures, and performance verification for all envelope elements. • Conduct on‑site inspections, functional testing, and witness testing during construction. • Deliver detailed reports, punch‑list items, and final certification of envelope performance.
