The Housing Opportunities Commission of Montgomery County is seeking civil engineering services for the redevelopment of Avondale, a multifamily apartment building in downtown Bethesda, Maryland. The project involves designing, entitling, permitting, and constructing a new 10-story building with approximately 300,000-350,000 square feet of gross floor area, 240-300 parking spaces, and 12,000 square feet of amenity space. The selected firm will provide full-service, turn-key professional services necessary to earn all necessary entitlement approvals and building permit approvals for the project. Key services include site planning, grading, wet and dry utility design, stormwater management, environmental coordination, erosion and sediment control, and public infrastructure improvements. Some of the key features of the project include:
• A 10-story post-tensioned concrete building with a mix of low-income, moderate-income, and market-rate rental units
• Approximately 240-300 new parking spaces in a 3-4 level below-grade parking garage
• 12,000 square feet of amenity space
• Pedestrian, street, and ground-floor improvements consistent with the urban character and design requirements of downtown Bethesda
• A potential full-scale interior building renovation of the existing Waverly House senior living apartment building
The selected firm will be responsible for providing construction administration services, including submittal review, responses to requests for information, site visits, and coordination with the general contractor, architect, and other members of the project team.
