DSD 26-034 River Master Plan for Avondale, Arizona

The City of Avondale is seeking a vendor to create a River Master Plan for the development of the Gila River and Agua Fria River corridors. The plan should focus on establishing pedestrian and vehicular access to the rivers, creating recreational areas, and preserving natural assets and open spaces. The vendor will be responsible for conducting a site analysis, creating a preliminary design, and developing a final implementation plan. The plan should include proposals for access points, amenities, and recreational activities, as well as strategies for managing flood risk and protecting sensitive areas. • The plan should prioritize the creation of a usable greenbelt system with park and open space amenities along the Agua Fria River. • The plan should include proposals for enhancing opportunities for active and passive recreation, education, and eco-tourism along the Gila River. • The vendor should conduct an ALTA survey of all parcels within the two river corridors and complete a preliminary site analysis, engineering, and environmental assessment. • The vendor should identify legacy site options for updated Phase I/II environmental studies and preserve and activate the historic base and meridian marker location. • The vendor should provide a final implementation plan, including a proposed scope of work for future construction, a timeline, and an estimated itemized forecast cost estimate.
