The San Mateo County Assessor’s Office is seeking a vendor to provide a construction cost database and software for mass appraisal assessments. The selected vendor will provide a Software-as-a-Service (SaaS) subscription platform that includes on-demand access to an existing construction cost database and estimating software. The platform must support the cost approach to value for all residential, commercial, and industrial property types, including special-purpose and complex structures located within San Mateo County. The system must be fully digital, provide a user interface that is online, desktop-based, or both, and be capable of handling high-volume concurrent use by up to 100 appraisal staff members. Some key features of the system include:
• Localized construction costs specific to San Mateo County, updated by the vendor on at least a monthly basis
• Historical depth, with the ability to estimate historical replacement costs for prior years
• Built-in, customizable depreciation capabilities
• Defensible, reproducible replacement cost estimates suitable for administrative appeals, assessment appeals board hearings, audits, and legal reviews
• Dedicated technical support team to deliver timely assistance, system troubleshooting, and software updates throughout the contract term at no additional cost to the County
The selected vendor will be expected to provide comprehensive onboarding support, including user onboarding, staff training, and documentation. The contract term will be for one year, with the option for renewal.
• The contract will commence on July 1, 2026, and end on June 30, 2027
• The vendor must provide a detailed proposal outlining their approach, qualifications, and pricing
• The County will evaluate proposals based on factors such as proposal approach, system qualifications, price, and preferential points for local businesses and non-profits
