Request for Qualifications for Landscaping and Lighting District Financial, Engineering, and Consultant Services

The City of Folsom is seeking qualifications from firms experienced in assessment engineering and Proposition 218 procedures and compliance, as well as consulting, public outreach, document preparation, and presentation services with respect to Landscaping and Lighting Districts. The initial scope of work anticipated involves pre-Proposition 218 Districts that are currently underfunded, as assessments have not been increased since the passage of Proposition 218 in 1996. The selected consultant(s) will be required to provide financial and assessment engineering services, public outreach, analysis, and documentation for a Proposition 218-compliant vote to increase the assessments for the underfunded Districts to a sustainable amount. The key services include: • Developing a strategic approach to increase assessments for underfunded pre-Proposition 218 Landscaping and Lighting Districts • Providing public outreach, analysis, and documentation for a Proposition 218-compliant vote • Evaluating selected underfunded Districts for compliance with applicable law • Recommending assessment increases to meet District needs • Providing associated procedures that would meet the requirements of Proposition 218 • Providing related consulting services, including attendance and participation at public hearings.
