Description

The Naval Air Systems Command (NAVAIR) is seeking information from potential sources for the procurement of Active Expendable Decoys (AEDs), related support and test equipment, and tooling requirements for the F-35, F-18, and other USG platforms. The proposed class of contracting actions will procure a best-estimated quantity of approximately 3,000 AEDs per year for the first two years, increasing to approximately 6,000 for follow-on years. The AED solution must meet specific requirements, including a 2" x 1" x 8" form factor, mission load programmable by the Government, and demonstrated RFCM performance capability evaluated at TRL-9. Interested businesses must demonstrate their ability to deliver the required capabilities within the timelines identified and provide supporting evidence for meeting timeline and capability requirements. Some key points to consider are: • The contract type is anticipated to be a mix of Fixed Price for production line items and Cost Reimbursable for support equipment repairs and field service representatives line items. • The anticipated award date is November 2026. • The Government anticipates AED end item deliveries will commence as early as four months, but no later than ten months after contract award. • The contractor must possess the manufacturing technology, infrastructure, and capacity to produce the self-contained RFCM, battery-operated free-fall decoys, and conduct verification and inspection testing. • The contractor must demonstrate the capability to meet the Government's required timeline and provide a summary of their current AED capabilities, technical and manufacturing maturities, and their anticipated timeline, risks, and opportunities to achieve the capability requirements.

Budget estimate

$300,000,000 – $1,500,000,000

Based on the information provided, the estimated budget for this contract can be estimated. The contract is expected to procure approximately 3,000 AEDs per year for the first two years, increasing to approximately 6,000 for follow-on years. Assuming an average cost per unit of $10,000 to $50,000, the total estimated budget for the first two years would be around $30 million to $150 million, and for the follow-on years, it would be around $60 million to $300 million per year. The total estimated budget for the entire contract period (5 years) would be around $300 million to $1.5 billion. The factors that may influence the likely payment range include the actual cost per unit, the number of units procured, and the contract type (Fixed Price or Cost Reimbursable).
