Description

The U.S. Embassy Riyadh Public Diplomacy Section is seeking a nonprofit or public‑sector organization to design and run a 12‑month U.S‑Saudi AI Research Commercialization Accelerator (ReCAP). The award (Cooperative Agreement) will fund one project with a ceiling of $900,000 (floor $600,000) to source 20‑30 Saudi AI technologies, select ~10 for intensive U.S‑led commercialization programming, deliver workshops, Innovation Labs, a U.S. study tour, and culminate in a high‑level summit. The effort must integrate substantial U.S. expertise, produce market‑validation deliverables, and generate at least five commercialization‑ready concepts. Applicants must be nonprofit, civil‑society, educational, or governmental entities and must have a SAM UEI. The program emphasizes applied, market‑oriented activities rather than pure research. • Eligible applicants: NGOs, universities, public‑international or governmental institutions (no for‑profit prime). • Funding: $600‑$900 k cooperative agreement, 12‑month performance period starting Oct 1 2026. • Core components: technology sourcing, market‑validation workshops, Innovation Labs, U.S. study tour, final summit. • Required deliverables: selection reports, commercialization action plans, summit outputs, monitoring & evaluation plan. • Reporting: quarterly progress/financial reports, final report due 120 days after project close.

Budget estimate

$600,000 – $900,000

The award ceiling is $900,000 with a floor of $600,000, indicating the Department of State expects the project to cost within that band. Assuming a full‑budget award, the grantee could earn roughly $600‑$900 k over the 12‑month period. The actual amount will depend on the scope of subcontracting, staffing levels, travel (including the U.S. study tour), and any cost‑share contributions the applicant secures. Because the program is a cooperative agreement with substantial U.S. Embassy involvement, overhead rates are likely limited to the standard 15 % of Modified Total Direct Costs, further anchoring the total budget within the stated range.
