Countering Terrorist Recruitment Online

The U.S. Department of State, Bureau of Counterterrorism, is announcing a notice of funding opportunity (NOFO) to support law enforcement in countering U.S.-designated foreign terrorist organizations (FTOs) online recruitment. The goal of this program is to prevent the spread of violent ideologies and to disrupt terrorist recruitment efforts. The program aims to achieve this by providing funding to organizations that can develop and implement effective counter-terrorism strategies. Key aspects of the program include: • Developing and refining logic models and theories of change to articulate how and why the program is expected to contribute to achieving the stated CT program outcomes. • Creating a logic model that documents expected linkages between program inputs, activities, outputs, and outcomes. • Providing training and technical assistance to recipient country officials to improve their abilities to investigate and prosecute terrorist crimes. • Strengthening the prosecution of FTOs and other terrorist actors, consistent with U.S.-approved legal standards and practices.
