Project Labor Agreement Survey - Construction Of The Ground Based Strategic Deterrent (GBSD) Sentinel Security Forces Operations Complex (SFOC), Minot AFB, ND

The U.S. Army Corps of Engineers Omaha District is soliciting comments from the construction community on the potential use of Project Labor Agreements (PLA) for a large-scale construction project, the Construction Of The Ground Based Strategic Deterrent (GBSD) Sentinel Security Forces Operations Complex (SFOC), Minot AFB, ND. The project involves the construction of a new consolidated Security Forces Operations Complex with associated site work, infrastructure, and systems. The facility will have an approximate square footage of 132,000 SF and will include various functional spaces, utilities, demolition of an existing building, ballfields, pavement, and additional site improvements. The project is anticipated to be subject to Cybersecurity Maturity Model Certification (CMMC), Level 2. • The project has a construction magnitude between $100M and $250M. • The project will be executed using a design-bid-build (DBB) project delivery method. • The facility will be designed as permanent construction in accordance with Department of Defense (DoD) UFC 1-200-01. • The project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. • Firms will need to ensure they are properly certified with CMMC, Level 2, as failure to meet this requirement will make an offer ineligible for award.
