The Defense Information Systems Agency (DISA) is seeking industry input to inform updates to the Department of Defense (DoD) Unified Capabilities Requirements 2013 (UCR 2013), Change 21. The RFI focuses on functional areas relevant to current and emerging technologies, system integration, and interoperability. Respondents are asked to provide information on the relevance, clarity, applicability, and future alignment of existing UCR requirements to current and emerging technologies, operational and mission needs, as well as evolving DoD enterprise architectures.
Some key areas of interest include:
• Requirement Modernization: Identification of UCR requirements that may be unclear, duplicative, overly prescriptive, or misaligned with current implementation practices.
• Emerging Technologies: Considerations related to evolving technologies such as cloud-native architectures, Zero Trust principles, automation, AI/ML-enabled capabilities, edge computing, software-defined networking, and advanced mobility.
• Interoperability and Integration: Observations regarding interoperability across DoD Components, Joint and Coalition partners, and mission environments, including alignment with open standards, modular architectures, and real-time integrative approaches that rationalize differing Joint and Coalition standards.
• Scalability and Resiliency: Input related to scalability, resiliency, availability, and performance across enterprise and operational environments.
• Cybersecurity Alignment: General observations regarding alignment with DoD cybersecurity policies, risk management frameworks, and secure-by-design principles.
