Requirements Contract for Medium Voltage Transformer Oil Sample Testing & Analysis

The City of Fresno is seeking a qualified contractor to provide laboratory‑type testing and analysis of medium‑voltage transformer oil samples (150 kVA – 10 000 kVA) on an annual basis. The work includes standard‑based chemical and physical property testing as well as dissolved‑gas analysis (DGA) per IEC/IEEE standards, and the delivery of both electronic and hard‑copy reports. The contractor must supply all required equipment, coordinate with city plant staff for safe site access, and adhere to strict reporting timelines. • Perform oil property tests (color, water content, dielectric strength, acidity, interfacial tension, PCBs, etc.) on mineral, natural‑ester, synthetic‑ester, and silicone oils. • Conduct DGA following IEC 60599 and IEEE C57‑ series specifications. • Provide daily progress updates and final test reports within 30 days of job completion; reports delivered to the Wastewater Management Division Electrical Supervisor. • Supply all field equipment, lighting, and portable power; coordinate breaker switching, lock‑out/tag‑out, and site safety with city personnel. • Maintain compliance with insurance, indemnification, and City procurement policies; optional contract extensions for up to two additional one‑year periods.
