Description
The U.S. Army is seeking market input for a comprehensive Base Life Support (BLS) package and three phased permanent‑facility rehabilitation options to support Exercise Angkor Sentinel 2027 in Cambodia. The effort includes a fully self‑contained 100‑person expeditionary tent camp (food, water, power, waste, sanitation, HVAC, etc.) for a 24‑day period (Feb 8 – Mar 3 2027) and cost/ROM data for rapid (3‑month), intermediate (6‑month) and full (12‑month) rehabilitation of existing barracks, dining facilities, classrooms, medical aid station, restrooms and electrical infrastructure. The agency is gathering capability assessments, cost breakdown structures, and schedule risk analyses; no contract award is implied at this stage.
• Location: Near Multinational Peacekeeping Force Training Center, Krong Chbar Mon, Cambodia.
• Target population: ~100 U.S. Army personnel.
• BLS scope: climate‑controlled tents, generators, water storage/distribution, latrines, showers, hand‑wash stations, solid‑waste haulage, pest control, laundry, black‑/grey‑water extraction.
• Facility rehab options: 3‑month rapid surge, 6‑month intermediate MEP overhaul, 12‑month full master overhaul covering 8 barracks, DFAC, classrooms, medical aid station, restrooms, electrical transformer upgrades, civil works.
• Period of performance: 24 days for BLS; 3, 6, or 12 months for rehab options.
• Required deliverables: ROM cost estimates, capability questionnaire, schedule risk commentary.
• Submission deadline: 30 Sep 2026 (Hawaii Time 5 PM); questions due 25 Sep 2026.
