Description
The State of North Dakota’s Retirement & Investment Office is seeking proposals for two distinct, yet integrated, solutions: a modern cloud‑based Financial Accounting System (Category A) and a Data Repository & Analysis System (Category B). Vendors must provide detailed technical proposals and separate cost proposals, demonstrate at least two years of market presence, and have successfully implemented comparable systems for a minimum of five government entities. The work includes full implementation, data migration (up to 30 years of historical data for Category B and several fiscal years for Category A), integration with PeopleSoft, Neospin TFFR, and custodian feeds, as well as ongoing maintenance and support. The contract will be a fixed‑price technology contract with a two‑year base term and optional renewals, and must meet extensive security, FedRAMP/StateRAMP, and accessibility requirements.
• Core deliverables: system design, configuration, testing, training, data migration, post‑implementation reporting, and a 120‑day warranty.
• Mandatory experience: ≥ 2‑year product availability, ≥ 5 government implementations, ≥ 6 months operational history per client.
• Evaluation: 85 % technical (IT solution, enterprise specs, support, experience) + 15 % cost (lowest price).
• Compliance: NIST 800‑37 R2 RMF, ADA WCAG 2.1 AA, FedRAMP/HITRUST/StateRAMP, and ND Open Records law.
