Request for Statement of Qualifications - Engineering Development Review & Inspection Services

The City of Grover Beach is seeking to pre‑qualify multiple civil engineering firms to provide on‑call engineering development review and construction inspection services for a fluctuating volume of development projects. Firms will be evaluated on qualifications, key personnel, past performance, and ability to respond quickly to the Public Works Department’s needs. The contract will be negotiated on an as‑needed basis and may cover up to five years of service, with hourly rates submitted as part of the SOQ. • Scope includes plan review of grading, drainage, erosion control, stormwater, utilities, and subdivision maps. • Inspection scope covers new concrete work, street construction, utility installations, grading, stormwater systems, and related O&M documentation. • City will award multiple “on‑call” slots; work is assigned per project, not guaranteed volume. • Proposals must include firm qualifications, key personnel resumes, hourly rate schedule, and insurance certificates. • Submission deadline is September 18, 2026 5:00 PM; two hard copies plus electronic thumb‑drive required.
