Professional Services for Finished Water Flow Management

The City of Saratoga Springs is seeking professional services to develop a reliable approach to measuring and interpreting finished water storage inflows and outflows. The selected consultant will be responsible for identifying practical and accurate methods to measure water flowing into and out of the finished water storage tank, evaluating meter types and configurations, and providing a cost estimate for the work to be performed. The project aims to improve the City's ability to measure, monitor, and understand water flow into and out of the finished water storage tank, supporting system operations, pressure management, and long-term water system planning. • The project includes four tasks: Existing Conditions Review, Flow Measurement Strategy, Data Integration and Analysis, and Cost and Conceptual Plans. • The consultant will provide a technical memorandum, meet with the City to discuss viable options, and provide concept-level exhibits and documentation outlining recommended data collection and interpretation procedures. • The City will review the information provided and select a preferred alternative for potential implementation. • The consultant will be required to comply with the City's Non-Collusive Bidding Certification and Vendor Code of Conduct. • The consultant will be required to provide insurance certificates and name the City as an additional insured on a primary and non-contributory basis.
