Repair Bldg 136, Heating Plant Building Watervliet Arsenal NY

The U.S. Army Corps of Engineers, New York District, is seeking sources for a Design-Build project to repair Building 136, the central steam-generation facility at Watervliet Arsenal, New York. The scope of work includes restoring the facility envelope, correcting code and life-safety deficiencies, and modernizing support and administrative areas to extend the building's useful life by 40 years. The project will be funded as an Operation and Maintenance, Army (OMA) modernization project, and the anticipated magnitude of construction is between $10,000,000 and $25,000,000. Interested businesses should submit two examples of previous experience with Commercial and Institutional Building Construction, similar in cost magnitude. • The project involves repairs, replacements, and reconfigurations of existing systems, with no new construction or steam-generation. • The facility should be designed to a minimum life of 40 years, in accordance with DoD's Unified Facilities Code (UFC 1-200-02), including energy efficiencies, building envelope, and integrated building systems performance. • Responses to the Sources Sought Synopsis should be submitted via email or in writing by mail no later than 1600 (4 pm) EST on 26 February 2026.
